Introduction to Central Provident Fund (CPF)

The Central Provident Fund (CPF) is Singapore’s mandatory social security savings scheme, designed to provide financial security for retirement, healthcare, and housing needs.

According to the Ministry of Manpower (MOM), CPF serves as a key pillar of Singapore’s comprehensive social security system, funded through contributions from both employers and employees.

Who Should Receive CPF Contributions?

CPF contributions are payable for Singapore Citizens and Singapore Permanent Residents (PR) who are:

  • Working in Singapore under acontract of service.
  • Employed under a permanent, part-time, or casual basis.

If your employee is not working in Singapore despite being a Singapore citizen or PR, CPF contributions are not mandatory.

When Must Employers Pay for CPF?

Payment Timeline:

  • Due date: Last day of each calendar month
  • Grace period: Until 14th of the following month
  • Late payment: Enforcement action begins after the grace period
  • Weekend/holiday adjustment: Next working day if the 14th falls on a non-working day

How Do Employers Contribute to CPF?

There are 2 options for employers to contribute to CPF:

Option 1
  • Apply for a CPF submission number via CPF’s website using your SingPass account.
  • Suitable for regular monthly submissions
  • Automated process for consistent employers
Option 2
  • Log in to CPF EZpay and follow the instructions.
  • Ideal for ad-hoc or irregular contributions
  • Real-time payment processing

Common Employer Mistakes to Avoid

  1. Misclassifying employees as freelancers to avoid CPF
  2. Delayed payments beyond the grace period
  3. Incorrect wage calculations (excluding bonuses, overtime, allowances)
  4. Failing to update employee status changes promptly
  5. Poor record-keeping of CPF-related documentation
